Or can you? This is 2006, and maybe things have changed.

Well, you can't at the moment in Horsham, but maybe not for long, when the facts are mulled over.

And if you are a company, or a worker, think of this - while you pay for 276 council staff to have an exclusive underground car park (also below) ...as well as several above ground car parks (below) , but from which you are barred from using until 10am (after even the most junior staff have settled in for their all-day sessions); ... and even if you wanted to park here after 10, you are restricted to three hours (they are unlimited) ...

...what do you do?

And what do you say to your staff when they want to park in the town, even when they are many grades above the most junior staff in the council's exclusive parks, and when they may well have good reason for using a car for their work during the day, when council staff do not? And even if your staff are the most junior (albeit vital, revenue-generating) recruits, but they are paying for the most junior council staff to take priority over them, while they are forced into a cold, windy, wet, park and ride a mile out of town...??
